Committee shall recommend, subject to the approval of the Council of Governors.

           (f)  If, after applying the provisions of subsections (c) and (d) of this Section, there remains a balance in the State Convention Fund in excess of $1.10 per member, as determined as of the last day of October of the year preceding, then the excess so determined shall be used by the State Convention Committee to reduce the cost of the State Convention of the following year.  Beginning with the 1982 State Convention, 20% of the existing excess shall be applied in that manner.

 

SECTION 10. A Registration Fee, the amount of which shall be set by the Council of Governors, with a recommendation from the Host Committee, shall be collected from each person registering at the State Convention.  Said fee shall be collected by the Host Club under the supervision of the Council of Governors and shall be used only to defray State Convention expenses, as approved by the Council of Governors and provided at the State Convention.

 

SECTION 11.  The Host Club of each Annual State Convention shall submit a detailed financial statement regarding that convention to the Annual State Convention of the following year.  An official report of the State Convention shall be presented by the State Convention Chairman to the Council of Governors at its first meeting within the State following the close of the International Convention.  This report shall be a preliminary report.  (See Section 13 of this Article.)

 

SECTION 12.  The Council of Governors shall provide for an audit of the Host Club as it pertains to the State Convention.  This audit is to be made within ninety (90) days following adjournment of the Annual State Convention by a competent auditor in no way connected with the State organization, or by a Lion or Lions who are accountants and who will provide this service with or without compensation; provided, however, that no member of the Council of Governors shall, either during his term of office or at any future time, serve as an auditor of the records of the Annual State Convention held during his term of office, and a report of such audit shall be presented to the Council of Governors immediately thereafter and to the next Annual State Convention and included in the minutes thereof.
