Clubs in the Multiple District.
SECTION 4. An amendment to this Constitution shall become effective July 1 next following the adjournment of the State Convention at which it is adopted, unless otherwise stated in the amendment, except that an amendment shall not be effective retroactively.
BY-LAWS
ARTICLE 1-ELECTIONS
SECTION 1. On the first day of the Annual State Convention, the Council of Governors shall fix the hour of election to be held on the last day of the Annual State Convention.
SECTION 2. There shall not be more than two (2) nominating speeches for each candidate, each to be not more than three (3) minutes in duration. Any candidate for District office nominated from the floor without prior declaration, in accordance with the Constitution, shall be allowed to address the delegates assembled for not more than ten minutes in duration.
SECTION 3. (a) Elections shall be by secret ballot, and the candidate receiving the majority of the votes cast shall be declared elected. If no candidate receives the majority of the votes cast, the candidate receiving the lowest vote shall be dropped, and the balloting shall then continue until one candidate receives a majority vote. The District Governor election shall be conducted by a secret written ballot, with the District Governor candidate required to secure a simple majority of the affirmative votes cast by the delegates present and voting in order to be declared elected. However, election of a Vice District Governor may be by voice vote if there is only one candidate for the office. A secret written ballot will be utilized whenever there are two or more candidates. A Vice District Governor candidate is required to secure a simple majority of the affirmative votes cast by the delegates present and voting in order to be declared elected.
