districts and assist District Governors in solving issues. c. Preside, as a facilitator and not decision-maker, at all regular and special meetings of the Council of Governors and at the MD-24 Convention. In the absence of the Chairperson, the Vice Chairperson of the Council shall preside. d. Strive to keep each meeting within the framework of the approved agenda. e. Vote only in the case of breaking a tie, as stated in Roberts Rules of Order. f. Approve the agenda, prepared by the Multiple District Secretary-Treasurer, for each Council meeting and add any items submitted by members. g. Serve as liaison, if needed, between the Council of Governors and the Multiple District Secretary-Treasurer. h. Perform other tasks and administrative duties as listed in the MD-24 Constitution and By-Laws and, in addition, as may be assigned by the Council of Governors, to include, but not be limited to: 1. Countersign all administrative checks prepared by the Multiple District Secretary-Treasurer. 2. Sign all bank transactions, such as transfer of funds and investments, jointly with the Multiple District Secretary-Treasurer. 3. Act on behalf of the Multiple District Secretary-Treasurer if that person should be temporarily unable to perform the duties of said office.
SECTION 6. The Council of Governors shall meet at least once yearly and at any other times as may be designated by the Chairman of the Council of Governors.
ARTICLE III-STATE CONVENTION COMMITTEE AND OFFICERS
SECTION 1. In addition to the Nominations Committee (as provided for in Article V, Section 3, of the Constitution), the Council of Governors, on or prior to the first day of the Annual State Convention, shall appoint the following Convention Committees: Credentials Committee, Steering Committee, Resolutions Committee, Elections Committee, Necrology Committee, Sergeant-at Arms Committee, and Parade Committee, each committee to consist of not less than six (6) members (one member from each District) to serve during the convention unless sooner discharged. In like manner, the Council of Governors shall appoint a Parliamentarian to serve during the convention.
