The Parade Committee shall be appointed no later than September 1, or eight months preceding the Annual State Convention.

 

SECTION 2.  (a)  The Steering Committee, in addition to establishing and monitoring the rules of conduct of the convention, shall receive, screen, and assign, without delay, proposed resolutions submitted by Lions Clubs to the proper Convention or Standing Committee for further action.

 

(b) All resolutions, to receive consideration, must emanate from a Lions Club, the Council of Governors, or from a duly constituted Standing or Convention Committee.  All resolutions from Lions Clubs shall be submitted in writing to the Chairman of the Steering Committee at least 60 days prior to the convening of the Annual State Convention.

 

(c) Resolutions submitted by Lions Clubs shall be presented to the Convention by the appropriate Standing Committee, with its recommendations, when that committee makes its official report to the Convention.

 

           (d) Resolutions by Lions Clubs on matters for which there are no Standing Committees shall be referred by the Steering Committee to the Resolutions Committee, which shall consider the resolutions, in consultation with the Council of Governors, and present the resolutions to the Convention with its recommendations when that committee makes its preliminary report to the Convention.

            (e) Resolutions from the Council of Governors, Standing Committees, and Convention Committees shall be presented as motions at the end of their reports presented to the Convention or as separate motions following the reports.

 

(f) Each resolution (main motion) shall be presented to the delegates for consideration and appropriate action; that is, the delegates must be given the opportunity to debate the resolution, offer amendments, etc., and finally to vote on it.

 

SECTION 3.  The Resolutions Committee, in addition to considering resolutions by Lions Clubs on matters for which there are no Standing Committees, shall prepare
