SECTION 3. (a) In the furtherance of the objectives of the State Organization and the International Association and to assist and promote the cultural and educational opportunities of the musically talented young people in the State of Virginia, there shall be established a Virginia Lions’ Bland Memorial Music Scholarship Fund, hereinafter referred to as the Bland Fund.

          (b) The Bland Fund will be funded by voluntary contributions from all Clubs of the State Organization that desire to participate.  All such voluntary contributions may be made from an Activities Fund of each Club and shall be sent to the Cabinet Secretary-Treasurer of each respective District of the State Organization.

         (c) Upon notification by the State Secretary/Treasurer, on June 1 of each year, each District Secretary/Treasurer shall, by June 30 of each year, immediately turn over all such funds as he has collected to the State Secretary/Treasurer, together with a listing of Clubs and their donation amounts, to be utilized in defraying the expenses of the Bland Fund, as recommended by the Bland Committee and approved by the Council of Governors.  Funds received by a District on or after July 1st, for the fiscal year just ended, shall also be immediately turned over to the State Secretary/Treasurer.

          (d) The Bland Fund expenses shall be in accordance with the Registration and Rules of the Contest as recommended by the Bland Committee and approved by the Council of Governors, until otherwise changed by the delegates to an Annual State Convention.

          (e) The procurement of funds for the use of the Bland Committee shall be the responsibility of the Council of Governors, and any plans for the obtaining of revenue for use of the Bland Committee and the funding of the Bland program shall be made in conjunction with and with the consent of the Council of Governors and the District Governor of each respective District participating.  An annual report on the activities of the Virginia Lions’ Bland Memorial Music Scholarship Committee and the use and status of the funds, within each individual District, shall be made annually to the State Convention.

 

SECTION 4.  The Virginia Lions’ Bland Memorial Music Scholarship Fund shall be administered by the
