SECTION 2. Any proposed amendment shall originate by Resolution from any one of the following: a. A Lions Club in good standing. A major- ity of the membership of a Lions Club must approve any proposed amendment that is submitted. . b. Council of Governors. c. Constitution and By-Laws Committee.
SECTION 3. Any proposed amendment shall first be submitted in writing to the Constitution and By-Laws Committee at least one hundred and twenty (120) days prior to the convening of the Annual State Convention, which Committee shall give to each Club in the State Organization a written notice of such proposed amendment at least sixty (60) days prior to the convening of the Annual State Convention; provided further that any such amendment or revision presented and mailed out as above may be acted upon by the said Convention in any modified, altered, or changed form that may result from discussion of the matter on the Convention floor; however, such modifications, alterations, or changes in form shall be germane and directly related to the proposed amendment for which notice has been given to the Lions Clubs in the Multiple District.
SECTION 4. An amendment to these By-Laws shall become effective July 1 next following the adjournment of the State Convention at which it is adopted, unless otherwise stated in the amendment, except that an amendment shall not be effective retroactively. ARTICLE VIII-STATE ACHIEVEMENT AWARD
SECTION 1. A State Achievement Award shall be awarded annually to each Lions Club in the State Organization which meets the requirements set forth in the Requirements and Point Evaluation established by the Council of Governors. The Clubs in each District earning the State Achievement Award shall be determined by the District Governor subject to final review and approval by the Council of Governors, and such awards shall be presented before or at the Fall Conference for each District next following the close of the fiscal year. The Achievement Award shall be in the form of an appropriate certificate and streamer, patch, or similar device suitable for attachment to the Club banner.
